. this is about who will be on the throne after william. we go from the queen, who is at the moment, to charles, the prince of wales, to william the duke of cambridge, and after william it will be the child. now, here's the interesting thing. whoever or whatever sex is born, the law that is are now being prom you will gated come to fruition, which it will, whether it's a girl or a boy, they will become monarch. the current rule is, of course, the males first. even if a female is born, if a male is born, knocks the female out of the line of succession. that is going to change. now, all this is a long way in the future, but it does mean that this is not only the first -- there are so many statistics. i can bore on for britain about this. the last time we had three people in line of succession was 120 years ago with queen victoria. of course, we have king george and then edward xii. we now have the queen, charles, william, and whoever is born to the duchess of cambridge. >> one images, richard, you know, in your neck of the woods the media is not known for holding back, especially when it comes to

for months now, wolf. but certainly the kucduchess of cambridge in the hospital on her own. prince william came up with her but there's some degree of concern as they came up to london. not in ambulances but in cars. he's just left the hospital. and royal sources saying they're not overly concerned about the condition of the duchess. but they're concerned enough to come to the hospital. also concerned now have to announce this early because she is still not 12 weeks pregnant. they weren't planning to announce this at this point. but they were forced into it because of the hospitalization. and the queen and the prince of wales, william's father, were informed today that she was pregnant. so this was meant to be under raps. it isn't any longer. the duchess being treated in the hospital for -- being given nutrients being given hydration treatments and being given rest crucially, that's a crucial thing they must have at this point. >> give us a little sense of the excitement, the reaction in britain right now to this news. >> reporter: well, we've been waiting for it for over a year now, wolf,

william is in the hospital with her. she is there and it is through her going into hospital, to be honest, that we learned this news, that she is pregnant. because she is no the at the 12 week stage, the crucial stage. i don't think the palace would have want wanted to make this announcement as early as this. people would have said why is she in hospital. they've made the announcement announcing sir james palace their royal highness the duke and duchess are pleased to announce the dutches of cambridge is expecting a baby. they won't say when the baby is due. we don't know if it's going to be a boy or a girl. one interesting aspect, andrea, the british government changed the law just this year in preparation for this, a lieu that would have been in these modern times considered sexist which said that only a baby boy could be in line for the throne. whether or not this baby is a girl or a boy, she or he will be in line for the throne, third in line for the throne after charles, after william. so it's a very important moment coming up for the country, of course, because not only is it a new

this. because if you look back to the last year when we had a balanced budget under president william jefferson clinton, if you look back to that year you will find that at that point in time our revenues reflected 19.6% of our gdp, and our spending reflected 19 points 6% of gdp. where are we today? you get different essence. warren buffett yesterday in "the new york times" said 15.5% of our gdp is coming in of revenue. i've heard lower figures, and the spending side of it is summer in the range of 22-24%. well, that to me is the reality of what has happened. we have seen a decline in tax revenue and an increase in spending for a variety of reasons we could go through. if we're serious about deficit reduction in the years to come we've got to move back towards the golden mean 19 points six. the closer we can get our revenue to 18% of level, as we weigh down spending, the more likely we are to have a stable economy in the years ahead. let's talk about what's happened since that time when we did have our budget in balance. danya in a way updates are figures from time to time. but let's
